Here is a detail that separates a real agent from a forwarding arrangement, and it is written into the statute. Delaware requires the registered office to be a physical location in the state, requires the agent's own business office to be that same address, and 6 Del. C. § 18-104(e) expressly disqualifies any agent whose entire footprint is a virtual office or a mail-forwarding arrangement. An entity acting as agent has to keep a Delaware office that is generally open. An individual has to be generally present at the designated place.

The practical translation is that "we have a Delaware address" is not, by itself, compliance. Somebody has to be there when a process server walks in, because a summons handed to a locked door and a summons handed to a person are treated very differently once a deadline starts running.

Every reputable vendor in this market clears that bar, Bizee included. It is worth stating anyway, because it explains what the annual fee is actually renting: staffed floor space in Delaware, not a mailbox and a scanner.
